Sage 300 2014 Payroll Update Will Not Install

I am attempting to install the Sage 300 2014 Payroll Update and there are no user on the system and I have disables the Apache Tomcat and All the other Sage 300 services, but the update will not load because it says someone is in the system. I also checked open files to make sure no one had a Sage 300 file open and there were no files open.

Any Ideas

Delete ..\SITE\SEMAPHOR.BIN

You're contradicting yourself. First you said no one was in the system, but now you say everyone has to log out.

I attempted the update very early this morning, before anyone logged in. Now I will have to wait until everyone is done today.

I deleted the semaphor.bin file and got the same results. There was no one in the system. There were no open files and I stopped the tomcat services and any service that had Sage in the name. Still got the answer that someone was in the system. They are using Sage Shipping Solution and Sage Exchange, but I could not find a service with any of those names.

Any other ideas?
