Government Reporting menu & icons not showing after latest payroll tax update installed and activated

Similar to my prior question...

Client is running 300 v202, Payroll 7.3. All workstations are client installs. Installed latest payroll tax update on the server. Now the only user that can see the Government  Reporting folder/menu/icons is the Admin user. I am getting the same result on my local standalone v2023 system, and DO have the EFT Bank function checked in the security group. Any ideas?
