Try running the application as administrator. If it still happens you may have a component missing in Windows. Try reinstalling .NET

Reinstalled windows, run sage as admin and dotnet is installed and i don't know which component is missing..

I am not sure if Accpac needs to C/C++ redistributable runtime. You can download it from Microsoft. It might require the 32bit variety as that version of Sage is 32bit only.

Go to Control Panel/Programs and uninstall all C++ runtimes, they might go back as far as 2005.  Then uninstall/re-install Sage workstation setup, which will detect the missing runtimes and put the ones it wants back.
