Look at General Ledger --> Setup Menu --> Account Group Maintenance, to determine the established Account Group for your Liabilities.  Then, go to General Ledger --> Setup Menu --> Main Account Maintenance, to define your Liability Main account.  Lastly, go to General Ledger --> Main Menu --> Account Maintenance, to create the New GL Account.  (Assuming all sub-accounts have been established first).
