In your General Ledger, Setup, Options, Entry Tab - you can turn on the option for Batch processing.  So that more than one person can enter journals at the same time in separate batches.  As for the reporting, I believe there is a resource lock on a file....Sage programming and unchangeable but then you don't get a report printed that is obsolete after the entries are posted.
