I'm not answering your question, but I am curious if you've looked at Purchasing Control in SO to see if that would work for your "restricted items".

Before the SO has been accepted for the first time?  At that stage there is no data in the tables to base a report on... it's just in memory, which you can't use as report data.

Well crap. I guess it would have to run after its accepted which would suck because of the credit card payment and having to remove some items after its accepted.

I was hoping there was a separate database for that. Purchase Control checks Sales Orders before they are accepted.

A button script on the Totals tab might work... it can access the order data before it's saved, doing whatever validation you want.
