Issue with SMTP in SAGE 100 paperless setup is 587 blocked?

I have tried adding an SMTP to the SAGE 100 email set up to enable the paperless office email. I  am unable to get the test email to work.  I believe the port is blocked ..I have validated the address, port, and cred's
