Sage 100 "Cloud" is not a separate software package, and Sage recently discontinued that branding for it's subscription license.  Sage 100 still is (and always has been) on-premise software.

"Sage Partner Cloud" is a hosting solution, again with the same on-premise software.

Job Cost should be available on all three versions of Sage 100: Standard, Advanced and Premium.
