Payroll tax calculation in 2018 - information needed is not available?

SOLVED

Just got through an upgrade for a client to 2018.3 that does multiple payrolls.   Everything looked good in testing so we finalized the upgrade.   Unfortunately we have a problem this morning.

I'm waiting for a callback from Sage Tech support but I'm getting antsy.

Client is trying to do a payroll to be paid on July 2 (next Monday).   When payroll tax calculation is triggered,  we get the message.

The information needed to calculate taxes for the current check date is not available.  You cannot calculate taxes for a check date this far before or after the current calendar date.  Please verify the check date entered in the Pay Cycle window.

I know that 2018 automatically updates tax tables  I've manually forced an update and it claims we are up to date.

What I don't know is if this means it doesn't have tax tables available for 3rd quarter or whether there is a set number of days in advance which restricts you from doing payroll?  Either way is NOT GOOD. 

  I tried adjusting the computer system date to no avail.

I've experimented around with dates and found that June 30 check date is fine, but July 1 and later is not.  Doesn't make a difference whether the payroll period is second or third quarter.  I get the same effect on my own system.
