Could be related to Windows Defender.

Either Windows Defender Smartscreen, Real Time Protection, or Reputation-Based Protection.

You can set an exclusion rather than turning off protection:

Thanks for the reply. Our Microsoft defender is turned off, and i could not find the manage settings Exclusion section either.

Try Option I from the following KB Article:

• "The publisher could not be verified. Are you sure you want to run this Software?" or "Open File - Security Warning" when accessing Sage 100 or accessing a task window (24888)

Thanks for the info. I've tried both of the steps and it still gives the same warning =(

This is a golden oldie from the Windows XP era. It involves using the gpedit.msc command, which I can still use on my Windows 10 machine. I'm presuming that should also work on Win 11, but not sure. Thanks to Wayne Shulz for the information.

I apologize, i should of been more clear, we get the pop up window and when we click on "More Info" the App name is "Launcher32.exe" and not "setup.exe"

the screen was just a sample one (so it said setup.exe).. if the first screen is the same, then it is Windows Defender/Windows Security - Smartscreen - that is blocking the Launcher32 application.  You can try renaming the "SAGE 100" folder under the Windows user's Documents folder and see if that is able to launch Sage 100. if message still appears (possibly referring to a different launcher program such as Launch32 or Launcher2016.exe) then you may want IT to look at disabling that SmartScreen temporarily to confirm that is issue and then find way to exclude the launcher program going forward.

You can unblock the individual file (i.e. launcher.exe) using the steps below

1. Right-click the file, select Properties
2. Select the 'Unblock' checkbox
   
3. Click Apply then OK

or 

Unblock ALL .exe files under a specified folder using the following PowerShell script below
NOTE: Open PowerShell with "Run as Administrator' option

dir <Path to MAS90 folder> -Recurse | Unblock-File

Example:  

dir "C:\Sage\Sage 100\MAS90\" -Recurse | unblock-File
