Two quick thoughts:

• Move the page footer content into a group footer section.  This kind of structural change to a form is really hard to do perfectly (section suppression logic, page breaks, page numbering...) and should only be attempted someone with advanced Crystal Reports design skills.
• There is a checkbox for "Reserve Minimum Page Footer", which might help under some circumstances... but used incorrectly you can end up having content truncated.
