The Report Designer is needed to build financial statements.

Licensing questions are what your Sage Partner / reseller is there for.

If you have 100c you should have the report designer module. If you search the knowledge base for 'Environmental Requirements' you'll find a great document that includes requirements and prerequisites. Chances are your just missing a prerequisite.

You partner should be able to assist you. Plus there's lots of You Tube videos on Sage Intelligence.

This article did help. I haven't been very happy with our reseller since the implementation so I've been trying to figure out most things on my own.
