PM - Selecting "Explode" check box when copying in a template does not bring in sub-bill LABOR

I have a client whose finished good items are made up of several manufactured components, as well as purchased items.  They had been creating WT for all of the mfd components, but in reality, they VERY RARELY stock these items, but may occasionally have to make them as a replacement part for a warranty claim.

They would like to start Exploding when creating their WT.  However, when they select that option, the LABOR on the mfd components is not added to the finished product labor, so the total cost of the finished good is too low.

They can't move the labor to the template for the finished product because they do once in a while make the mfd item.  If they had it in BOTH places, then when they do a Cost Roll-up, the finished product price is over-stated.

I feel that not copying in the labor from the mfd item is a bug - or at the very least, beside the Explode check box there could be another check box to "Include Labor".

Has anyone faced this issue and found a solution?
