Invoice printing full comments

So we're seeing an issue with our SO Invoice Printing. I had done my research and quickly found that we cannot sett defaults for STANDARD forms, so I made a new report setting with the intention of setting the default to "Full Comments" however there are 2 issues:

1) I don't see the save/defaults button

2) For random users it will flip back to "Partial" comments. If I go in, change to "Full", then exit/reopen it stays on "Full". Is this a bug with 2019?
