Create an All Modules entry... this gets used when there is nothing more specific.

When the development was done by DM2 for those additional journals it looks like they didn't set those tasks to be available for Paperless Office.  This would be something DM2 would have to change.  It very possibly could be changing one field in the Sage 100 task table records for those additional journals.
