Flat fee for payroll

I want to bill a flat $30 for payroll.

If I go "rates", I have it set to if no rules apply, default to professional. That way, for all other tasks, it defaults to professional rates. 

In the box on the bottom of the screen, I entered a "payroll" task; the rate source is "client"; in the rate table above I entered $30 for level 1.  That's fine, it works, except it  seems the only option is that it's hourly, not flat. 

Am I missing something? Why can't I have a flat fee for payroll of $30 that doesn't involve changing the slip from hourly to flat? 

And if you make a specific task, like "ABC client payroll" and set it to a fixed fee of $30, that's fine, but then you have to change the "if no rules apply" to "task" - but, then, when you enter some other task than that specific payroll task, it's not the professional rate and you still have to change that.
