I'm assigning user rights(Function profile)- RFQ option to one of my user but every time I am getting "No transaction authorized". I have done all troubleshooting but couldn't resolve this issue.

Rights & authorization has been given in both function & menu profile. Can anyone help me out in this!!!!plzzz..
