You can set the technical lot to 60 on the product-site record for the item(s), and then set up a reorder policy (Common data, Product tables, Reorder policies [GESTRP]) with splitting set to either successive or parallel, depending on how you want your two work orders scheduled. Successive will suggest work orders scheduled one after the other; parallel will suggest them scheduled at the same time. Assign the new reorder policy to the item(s) on the product-site record.

Set the EOQ to 60 as well. Might get odd results if demand is 79, 143, 205, etc...

The EOQ can be any multiple of the technical lot, but if the maximum batch size is 60 then sure, set the EOQ that way too.

Forgot to mention earlier that suggestion results will also depend on the reorder policy setting for the reorder quantity. If the reorder quantity is set to net quantity, then odd amounts of demand will come through as odd WO quantity suggestions. Minimum quantity with or without rounding would be a good option here to ensure MRP uses the EOQ and technical lot values; the function help for reorder policies has pretty good info on when to use each.
