Modify Installation Syracuse Server 12.8.1.2 Error "basesyracuse_BeforeUpdateScript_windows return code is 1!"

Question

Updating installation from P16 to P23 in VM, I encountered a issue when install Syracuse Server 12.8.1.2. 
 I select "modify installation" and fill in all related parameters, it will pop up an error message as below, and then the installation program will delete "Agent_Syracuse"&"Syracuse_NODE" services.

I encountered this error while upgrading from U9 to v12. 
 The Node.exe process and Syracuse services were not running. 
 I was able to resolve the error by stopping the MongoDB service.

You must upgrade your MongoDB first to 3.6.14 and then to 4.0.18. Elastic search go for version 6.4.3.

Make sure the syracuse service is stopped before running the new installation, check that node.exe is not running, then try the installation again.
