I have got a very similar error two weeks ago after a server reboot. The only solution was to remove and deploy Syracuse again. version.json not found  is a standard “error” message. I think that is not related to your problem because you will have this message to on an running environment.

check the tables in MongoDB, make sure that your mongoDB database is healthy and not corrupted 

also I’ve seen it happen before.

In the MongoDB\data folder you get a file with an extension of .lck if that exists the service will not start.

Just delete the file and it should then let you start the service.

i have deleted the file and restarted the server but the syracuse services is still not starting.

Strange - mine was called mongodb.lock, i deleted it, and just restarted the service and it was fine.Sorry out of ideas then.  

First check if mondodb service is started , if it is, and if you can connect with our without ssl to the syracuse daabase. if it all ok with mongo just re-deploy syracuse. It will fix this problem.
