In my case, this seems to be an issue when comparing estimates created in SQL to an estimate created in pervasive that has been migrated to SQL.  It seems that the report is having issues matching line items.

This is a bug. Update 1 for version 19.12 has the fix/patch for this issue. So, you'll want to be on version 19.12 update 1 (File>Help>About Sage Estimating will show version 19.12.2002.101)
