New July 1, 2021 Pay Rate and benefits increases setting up tables for different rates by county and zone for ironworkers

We just received the new Union Agreement in regards to California Ironworkers Pay rate and Benefit increases beginning July 1, 2021.  Usually we just update pay tables and edit the Vacation Formula to produce the new wages and Benefits, However this July 1, 2021 increase seems to be more intricate in that the Ironworkers Administrative Trust Fund just released the summary of changes booklet with new pay increases for California now broken into "Zones"  1 thru 5.  Each of the 5 Zones has its own Wage Sheet attached to it with designated Cities and Counties assigned for those pay rates that Ironworkers are to receive when working in that city.  We are looking for the simplest way to set this up in SAGE 300 CRE Payroll module in order to pull the correct rates and benefits for the city the work is in.

Previously, the Trust Fund had California split into 2 areas Northern California (Alameda, Contra Costa, San Mateo & Santa Clara Counties) and Southern California ( Los Angeles, Riverside, Orange counties)  Each of those with different Hourly Rates.  Northern Area was higher Dollar per hour and some higher Benefits per hour too.

this New Schedule in ZONES, Breaks down like:

ZONE 1  =  City and County of San Francisco

ZONE 2 =  Alameda, Contra Costa, San Mateo and Santa Clara Counties

ZONE 3 =  Los Angeles City including the cities of Baldwin Hills, Beverly Hills, Burbank, Culver City, El Segundo, Gardena, Hawthorne, Hermosa Beach, Inglewood, Lawndale, Lennox, Lomita, Manhattan Bch, Marina Del Rey, Rancho Palos Verdes, Redondo Bch, Rolling Hills Estates, San Fernando, Santa Monica, Torrance, Universal City, W. Hollywood and Westwood Veterans Affairs.

ZONE 4  =  Counties of Amador, Butte, Calaveras, Colusa, El Dorado, Fresno, Glenn, Humbolt, Imperial, Kern, Kings, Lake, Los Angeles (portions not covered in ZONE 3), Madera, marin, Mariposa, Mendocino, Merced, Monterey, Napa, Nevada, Oran, San Bernardino, San Diego, San Jge, Placer, Plumas, Riverside, Sacramento, San Benitio, San Bernardino, San Diego, San Joaquin, San Luis Obispo, Santa Barbara, Santa Cruz, Shasta, Sierra, Solano, Sonoma, Stanislaus, Sutter, Tulare, Ventura.

ZONE 5 = Alpine, Del Norte, Inyo, Lassen, Modoc, Mono, Siskiyou, Trinity   -  Nevada Counties of:  Churchill, Esmeralda, Humboldt, Lander, Lincoln, Lyon, Mineral, Pershing.

To try and track each jobsite and timesheets with what pay rates seems like it would be super difficult.  Looking at the Zone Charts provided it appears the benefit amounts are the same and it is really only the Hourly Wage Rate the changes.  For Example ZONE 3 Hourly Wage is $43.88 and Zone 4 is $43.00.

In Lieu of keeping the Pay rate ZONE charts on my desk when entering Payroll Time to then override the Hourly wage rate does anyone have another idea to somehow automate it to pull the proper ZONE Wage amount?   Maybe in Job Cost / Job Set up ?

Any ideas would be helpful.  I appreciate any and all suggestions.

    Are you already using pay rate tables to retrieve the pay rates?   Does the Union Local correlate at all with the ZONE?

    Thinking you could create Union Local for each specific Zone - so that you could have specific rates for UnionLocal/Zone on the pay rate table and could use the Job Local Tables in Payroll to trigger to appropriate Union Local based on the Job.

    Alternatively could create an additional PayRate table for Ironworkers union that has the Job/Union/Union Local/Union Class and populate the rate based on the zone the Job is in.

    Bryan, we are in CA & Northern NV and under this IW Agreement as well.  You don't need to be concerned about Vacation & Fringes, as they are uniform across all "Zones".  Regarding the Setup, we have 3 Locals (433 SoCal, 378 NorCal, and 3 NorNV) all with the same Fringee/Vacation calculation .  

    For the variable pay rates, we setup a Pay Rate Table with 4 fields as the "trigger" to automatically retrieve the correct rate.  They are UNION, UNION LOCAL, UNION CLASS, and CERTIFIED CLASS (for this last one, you can substitute by customizing one of the Misc 1 & 2 User Defined data entry fields instead, we happen to have purposed them elsewhere)

    When you build your Rate Table, enter the rates for all combinations of Unions, Locals, & Classifications, including a value of 1-4 (designating the "Zone 1-4") in the "Certified Class/flexible field" to itemize the various rates for the various "Zones".  We chose to leave a "blank" in the "flexible field" of the Rate Table to be the default CA/NV (non-SF, non-LA) rate, since most of our work isn't in the city proper.  This saves a stroke of data entry for the PR entry.  They only have to enter a value in the "flexible field" if the Job is in the 1 or 3 "city" zones.  

    The only other considerations are:  a) the "flexible feild" has to be included in either the time data entry or import TIME ENTRY VIEW in order to auto-retrieve the Zone-variable rate.  b) there has to be some kind of indication from the field when the various zone rates (1-4) apply.  When a jobsite is in LA or SF, for example, the electronic time entry method or manual Time Ticket has to indicate the "Zone" in order for the proper pay rate to be applied.  The PR personnel (generally) are not going to research this, so it has to be established clearly with each project.
