PTO Accrual: Limits and carryover

Good Morning, I am new to the Sage Community about 4 months.  I am evaluating the leave balances and accruals for all of our employees and I am having some concerns as to the set up.

We have employees that earn 40 hours a year (new Hires) then after the first year, they begin to earn 80 hours. The system is set up with this calculation within the Pay ID - which is great.

The employees are set up with a limit based on which acrual amounth they should receive (40 or 80). So the system is designed to allow the employee to accrue the maximum amount of (40 or 80). However, here is my dilema, I have employees whose balances needed to be updated and some are over 80. I was told to put the correct balance in the PTO Earned field for YTD accruals. But that stops on the accrual side for this year.

How are some of you handling this situatoin? I'm looking for an accurate process that does not require a manual touch of each employee's record.
