The administrative Services within Sage 300 appears but when selected all its contents are not appearing. Hence, there is no way any administrative can be done. Can someone provide a fix for this issue.

Contact your local Sage consultant to take a look. You're doing some basic wrong in database setup.
Security / share permissions could cause this.
1. Try running as administrator
2. Confirm share permissions
3. Try running on the server
4. Ensure there are no missing files or folders in the ASxxA program folder - should be in the neighborhood of 5.5Mb and approx. 85 files (may differ based on version)
I still require solution on this even after contacting our local sage consultant. Hence, we are unable to maintain new users on our ERP.

If your local Sage consultant did not solve this for you, then fire them and get a good one.
We are already in the process of doing that. However, they happen to be the best hands we have here and as a result we do not have any other consultant good enough to help resolve this.
Assuming you're current on your software assurance, you should be able to have Sage assist directly.
