Upgrading from 2014 to 2018. Test Server Produces error starting workstation. "Unable to create Session Object"

Hello Everyone, I am doing a test upgrade from 2014 Premium to 2018 Premium.  I thought everything was good up until I tried to launch the workstation on my test server.  Here's my upgrade process:

1.  Copy Production Server in VMware Environment (Test Server).

2.  Setup a 2nd sql server instance. (SQLTEMP)

3.  Install 2018 Server on Test Server.

4.  Install 2018 Workstation on Test Server.

5.  Perform Parallel Migration, targeting SQLTEMP as destination.

6.  Perform "convert" on server to upgrade data level in Sage.

7.  Copy databases back to Test Server

8.  Update Test Server SQL connection to connect to local SQL DBs.  (Sage 100 Premium 2018 SQL Settings Utility)

9.  Launch 2018 Workstation

10.  Receive Error:  "Unable to create a Session object.  The workstation may have been corrupted.  Re-install Workstation Setup."

11.  I found this and have followed its recommendations (https://support.na.sage.com/selfservice/viewContent.do?externalId=18982&sliceId=1)

12.  Upon trying to re-install the workstation on the server, I receive the following error:  "Failed to create SY_Installation object."

Searching online does not seem to provide many suggestions based on that error.
