Sage CRM 2019 R2 integrated with Sage 300 2019 PU4

I have a client with the configuration above reporting an issue when merging companies in CRM.

When they try to merge a company that does NOT have a Sage 300 customer number into a company that does have a Sage 300 customer number it puts up the error below

"A problem occurred and changes could not be synced to Sage 300.  For help fixing this problem ask your system administrator to review the log file for Sage 300 company ODWDAT"

I looked in what I think is the correct log file and  see the following message repeated multiple times.

"Error Code: Conflict, Error Message: Sage 300 WebApi Tax group cannot be blank."

Is this the cause of the error?  How do I fix this?
