Hi Ralph, unfortunately, I am unable to replicate this issue on a standard install of Sage CRM 2020 R1.  Please may you confirm that  “Show legend” is selected on the Chart Options section when editing a report?

This was a confirmed bug in 2020 R1 which was fixed in 2020 R2
