Employee set up twice in error

Last year I set up an employee twice in error. Regretfully I didn't resolve the problem at the time. I have now got to load a new employee and it says I am over my allowance of 5 employees, because its counting the unused duplicate member. I spoke to Sage help this afternoon and they told me to run the payroll mark duplicate as a leaver and put leaving date as joining date and complete payroll and send RTI and he would then drop of the list. I have done all that and it didn't work. It is still telling me I have reached my quota. Arggg!! has anyone else come across this problem?
