How do I resolve and RTI1046 Authentication Failure?

Setting up payroll for the first time, Sage reports pay run as completed and processed, but HMRC RTI Scheme box shows pay runs not completed "Authentication Failure...user credntials failed validation for the requested service".  I've checked Payroll Settings and these match the references provided to me by HMRC.  Any suggestions as to how I resolve this please?
