Were they all employed as at 5th April 2020?  Another way is skip passed the print P60 option in the year end routine, then complete the rest of the steps.  Then once finished the year end, change the processing date back to 5th of April 2020 and highlight all the employees you need to print a p60 for, then at the top of the screen slightly to the right got to reports then from the left hand folders choose year end, then select 2019/20 and then from the list of reports choose P60 duplicate.  This should hopefully print a P60 for all your employees.
