We operate a payroll bureau within our accounts practice. We have taken over a new clients payroll who was not using sage. We have set this up using the year to date figures. Do we need to submit a dummy FPS before we process the month end payroll for February

When you set up employees with YTD values you don't need to send a dummy FPS.
You must ensure their RTI IDs are entered correctly. Entering the correct RTI IDs ensures that when you send an FPS, HMRC allocate the liability to the employees' existing HMRC records.
