Full Payment Submission - Unable to complete this action

Hi all,

Desperately in need of help. I have spent hours now speaking with Sage and our server providers neither of them are sure how to fix this issue so I am having to keep suggesting fixes but I'm running out of thoughts.

When clicking to do my full payment submission I get a box that appears that says "cannot complete this action"
For clarity there is no error code, there is no options it's just a box you must click OK to and then it goes away but you genuinely cannot complete the action.

I'm really looking for anyone at all that can suggest anything here. 
All steps on the checklist for FPS are correct, all HMRC details are correct in payroll. Nothing had even changed either it has just started coming up with this message. 

Really concerned that I won't find resolve on this so appreciate any advice anyone can give. We did also pay for a full data check with Sage to be sure no corruption etc. (in case that's relevant). Have also checked all firewalls/security on our server nothing blocking and have made sure all sage URLs are allowed as advised.

We are using Sage Payroll v 28.06.22 in case this helps
