This functionality was added to the Summer 2019 release.

Purchase Requisition/Order email notification?

Would there be any way that a pop up notification or automated email could be sent to a budget holder in order for them to authorise a purchase requisition or a purchase order?

Email notifications can be generated for purchase requisition approvals. This was a new feature added in the Summer 2019 release, using Microsoft Power Automate via Office 365. More information can be found at:
