Dual Authorisation Two Tier Process

Z places order, A & B to authorise

A gets email first, authorises can add note for B

B gets email next saying A has authorised it.

Z gets email to say all good.

I would like to see the authorisation process correctly follow a tiered structure rather can to all at once. We sometimes have to have up to 5 people approve an order and it would be so much better if it would follow up the tiered structure.
