Budget Statement Breakdown reports change

When generating these reports for budget holders the breakdown detail needs to cover everything processed in the financial year. Although the first summary page does have the correct information the follow-on breakdown pages only include posted transactions with a date in that financial year and not, for example, invoices which may have been processed late and therefore impact in a different financial year. Therefore the summary and breakdown actuals information do not match. 

As an example our financial year runs from 1st Sept to 31st Aug. If we process an invoice with an invoice date of 8 August 2019 after our accounts for 2018/19 have been closed say 2 December 2019 then the invoice is included in the actuals total on the summary page but not in the follow-on posted transactions breakdown details. This means that we cannot use these reports for budget holders at all.
