Currently, there is not a purchase order module in Accounting. An enhancement request has been submitted to our Development Team for consideration in a future release. Please vote for this idea  here 

As a workaround, you can use Vendor Bill, however, you need to checkmark "Save as draft" to avoid the entry from getting posted in your ledgers.
