Unfortunally, in the mini browser for the inventory module, it will always show all items even if they are on-hold or inactive.  This is done so you can active this parts if needed.   In other modules like in the order entry module , when you use the mini browser for inventory parts it will still show the on-hold items but it will not show inactive.
