BV not working after reinstall

After reinstalling Business vision im getting the following error ... load error:file BCGUIClass.dll (0x5)

sounds like a registry problem or a file was not copied to the proper location.

Just seen on an other post that maybe anti-virus software might cause the file to not being copied at the install ??
