I share a Sage 50 file with my client.  He has a 2021 off the shelf version with no payroll so he does not receive any payroll updates.   I have the accountant's version so my copy of 2021 has been upgrade to 2021.3 so I can do the 2022 payrolls.   When I send him my .cab file and restore it on his computer, will he be able to open it even though his version is 2021.2?  I seem to recall that payroll updates don't prevent a user from opening a newer version if the updates were just the payroll tables.
