In Sage 50 Canadian you can start a new company and import, from an old company, the chart of accounts, vendors, customers, and employees. When complete you will have to go through all of setup to link accounts, set up sales taxes etc. This only imports the records for each and not the underlying transactions.
There may be a third party application which will do what you want but I am not aware of one.
